Craig Balben, public affairs representative for the San Diego County Water Authority, said seven of its 24 member agencies offer vouchers to single-family residential customers. Those agencies are the city of Poway, Helix Water District, Olivenhain Municipal Water District, Otay Water District, Padre Dam Municipal Water District, Valley Center Municipal Water District and Vista Irrigation District.

Residential artificial turf rebate programs are currently being developed by a select number of water agencies within San Diego County.

Artificial Turf Incentives for Mobile Home Parks, Public and Private Schools, Animal Care Facilities and Commercial Sites

A 50¢ per square foot incentive is available for sites looking to replace natural grass with artificial grass. Funding for the 50¢ incentive is limited and is provided on a first come, first served basis. A 30¢ incentive is provided year-round and is unlimited.

Guidelines

Interested and eligible parties must submit the request form available below for approval to the Water Authority. Sites have 3 months from the approval date to notify the Water Authority of the project’s completion. Failure to notify Water Authority staff of project's completion will result in the forfeit of funds. Extensions may be granted to sites that have commenced construction. Water resources in Southern California are limited. Ninety-percent of the region's water is imported from either the Colorado River or Northern California through the State Water Project. Meeting water needs now and in the future calls for aggressive conservation measures. Since 1992 Olivenhain Municipal Water District (OMWD) has offered assistance with indoor water conservation by offering vouchers for ultra-low flush toilets and other devices, but the time has come to focus on outdoor water use. As much as 80% of residential water use occurs outside the home.

Vouchers
In October 2004, the Board of Directors of the OMWD elected to focus our conservation efforts on outside water use programs such as the landscape workshops and the new California-friendly landscape makeover. Vouchers are available for water-saving devices such as washing machines, commercial dishwashers and x-ray machines. Vouchers work like coupons and must be used at the time of purchase.

Artificial Turf Replacement Incentives
Residential customers who qualify, can apply for a rebate of up to $1,000 for replacing existing irrigated turf with artificial turf. Funding for the $1.00 per square foot incentive (minimum 300 sq ft / maximum 1,000 sq ft) is limited and is provided on a first come, first served basis. A 30¢ incentive is provided year-round and is unlimited.

Program Requirements

  • District single-family residential customer.
  • Agree to a pre-conversion and a post-conversion inspection.
  • A completed application form complete with photos.
  • Conversion completed within 60 days of the pre-conversion on-site visit.
  • Turf to remain in place for a minimum of five years.
  • Rebates are not retroactive, only sites installed after a site visit and approval will qualify for this pilot.

Customers living in single family homes with existing natural grass are eligible to apply for a $1.00 per square foot (min. 100 square feet up to 1,000 square feet) rebate for the purchase and installation of artificial turf. Sites must receive a pre-installation site inspection before installing new artificial turf.

A new patch of artificial turf has been installed at our Customer Service Center. This sample was installed to show customers what artificial turf can look like by Easy Turf, one of many turf companies. Come by and take a look if you are interested in seeing what artificial turf can look like. Additional turf samples can be found in the display case in our lobby. Padre Dam does not endorse or encourage the use of any particular turf company. We encourage you to research what's out there and select the company that best meets your needs.

 

VALLEY CENTER WATER MUNICIPAL WATER DISTRICT

Artificial Turf Rebate Program

For Single-Family Homeowners


The Valley Center Municipal Water District’s new Residential Artificial Turf Rebate program is available to single-family homeowners who are interested in replacing existing established grass areas with artificial turf.  Replacing grass with artificial turf can save approximately 46 gallons of water per square foot per year.

 

Rebate amount:  $1.00 per square foot (minimum 300 sq. ft. up to 1,000 square feet).  A 30¢ per square foot incentive is provided for amounts over 1,000 square feet.

Program Requirements

  1. Applicant must be a VCMWD single family residential customer. Rebate Program is not applicable toward artificial turf installed prior to execution of contract between the Valley Center Municipal Water District and the San Diego County Water Authority (Nov. 10, 2007) for the Residential Artificial Turf Rebate Program.
  2. Applicant must agree to pre-conversion and post-conversion onsite inspections. VCMWD staff will visit each site and photograph it before and after installation.  During the pre-installation visit, staff will verify the customer is currently watering existing turf and measure the existing turf area.  The new artificial turf will be measured during the post-installation visit.
  3. Project must replace turf grass (lawn) that is currently irrigated with artificial turf.  (Minimum 300 sq. ft. to be eligible for rebate.)
  4. One rebate per household, up to 1,000 square feet.
  5. Applicant must wait until the application has been approved by VCMWD to begin work on the landscape conversion.
  6. The landscape conversion must be completed within 60 days of the pre-conversion onsite visit.  Documentation of square footage of turf replaced with artificial turf must be provided.
  7. The artificial turf must remain in place for not less than five (5) years from receipt of the rebate. If the artificial turf is removed during the initial five (5) years, the applicant will refund all incentive dollars to VCMWD.
  8. The artificial turf installed must be designed to be water and air permeable.
  9. VCMWD offers this incentive program to its single family residential customers only.  The Program is subject to modification, suspension, or cancellation without notice by VCMWD.

 

Term of Agreement

The Water Authority shall reimburse VCMWD for all incentives issued after November 10, 2007.  This MOU shall terminate on June 30, 2008.  By this date, VCMWD will inform the Water Authority of its intent to continue with its program or to transition to the MWD Regional Residential Device Incentive Program.
